রোম, ২১ সেপ্টেম্বর ২০২৬: পরিবেশ, প্রাণী ও জনস্বাস্থ্যকে আলাদা সমস্যা হিসেবে দেখার সুযোগ নেই বলে মন্তব্য করেছেন পরিবেশ, বন ও জলবায়ু পরিবর্তনমন্ত্রী আবদুল আউয়াল মিন্টু, এমপি। মানুষ, প্রাণী, উদ্ভিদ ও বাস্তুতন্ত্রের স্বাস্থ্যকে সমন্বিতভাবে বিবেচনা করে নীতি ও কার্যক্রম গ্রহণের ওপর গুরুত্বারোপ করেছেন তিনি।

সোমবার ইতালির রাজধানী রোমে জাতিসংঘের খাদ্য ও কৃষি সংস্থার (এফএও) সদর দপ্তরে শুরু হওয়া ‘কৃষিখাদ্য ব্যবস্থায় ওয়ান হেলথ কার্যক্রম’ বিষয়ক বৈশ্বিক সম্মেলনের উদ্বোধনী অধিবেশনে বক্তব্য প্রদানকালে পরিবেশমন্ত্রী এসব কথা বলেন।

২১ থেকে ২৩ সেপ্টেম্বর অনুষ্ঠেয় এ সম্মেলনে বিশ্বের বিভিন্ন দেশের সরকার ও রাষ্ট্রপ্রধান, মন্ত্রী, নীতিনির্ধারক, আন্তর্জাতিক সংস্থার প্রতিনিধি এবং বিশেষজ্ঞরা অংশ নিচ্ছেন। সম্মেলনের লক্ষ্য কৃষিখাদ্য ব্যবস্থায় ‘ওয়ান হেলথ’ পদ্ধতির বাস্তব প্রয়োগ ত্বরান্বিত করা। এ পদ্ধতিতে মানুষ, প্রাণী, উদ্ভিদ ও বাস্তুতন্ত্রের স্বাস্থ্যকে একটি সমন্বিত কাঠামোর মধ্যে বিবেচনা করা হয়।

একটি খাতের চাপ দ্রুত অন্য খাতে ছড়িয়ে পড়ে

পরিবেশমন্ত্রী বলেন, কৃষিখাদ্য ব্যবস্থার স্থিতিস্থাপকতা মানুষ, প্রাণী, উদ্ভিদ ও বাস্তুতন্ত্রের সম্মিলিত সুস্থতার ওপর নির্ভরশীল। এই ক্ষেত্রগুলো পরস্পরের সঙ্গে নিবিড়ভাবে যুক্ত। ফলে একটির স্বাস্থ্য বা ভারসাম্য ক্ষতিগ্রস্ত হলে তার প্রভাব দ্রুত অন্য ক্ষেত্রেও ছড়িয়ে পড়ে।

তিনি বলেন, ঘনবসতিপূর্ণ ও নিম্নভূমির গঙ্গা বদ্বীপে অবস্থিত হওয়ায় বাংলাদেশ জলবায়ু পরিবর্তন, জীববৈচিত্র্য হ্রাস এবং পরিবেশগত বিপর্যয়ের উচ্চ ঝুঁকির মধ্যে রয়েছে। একই ভূদৃশ্যে মানুষ, বাস্তুতন্ত্র ও কৃষিখাদ্য ব্যবস্থা নিবিড়ভাবে সম্পর্কিত। তাই একটি খাতে সৃষ্ট চাপ খুব দ্রুত অন্য খাতের স্বাস্থ্য, উৎপাদন ও জীবিকার ওপর প্রভাব ফেলে।

“পরিবেশ, প্রাণী ও জনস্বাস্থ্যকে বিচ্ছিন্নভাবে বিবেচনা করে এসব সমস্যার কার্যকর ও দীর্ঘমেয়াদি সমাধান পাওয়া সম্ভব নয়,”—যোগ করেন মন্ত্রী।

প্রায় দুই দশক ধরে ওয়ান হেলথ কাঠামো গড়ছে বাংলাদেশ

আবদুল আউয়াল মিন্টু বলেন, বাংলাদেশ প্রায় দুই দশক ধরে ‘ওয়ান হেলথ’কে শুধু একটি তাত্ত্বিক ধারণা হিসেবে নয়, বরং বাস্তব শাসন ও উন্নয়নব্যবস্থার নীতি হিসেবে প্রতিষ্ঠার চেষ্টা করছে। এ লক্ষ্যে সংশ্লিষ্ট প্রতিষ্ঠান ও মন্ত্রণালয়গুলোর মধ্যে অংশীদারত্বভিত্তিক কাঠামো গড়ে তোলা হচ্ছে।

বাংলাদেশের অভিজ্ঞতার আলোকে তিনটি বিষয়কে বিশেষ অগ্রাধিকার দেওয়া হচ্ছে বলে জানান তিনি। এগুলো হলো—সংশ্লিষ্ট মন্ত্রণালয়গুলোর মধ্যে সমন্বয়, তথ্য বিনিময় ও জবাবদিহি নিশ্চিত করা; ওয়ান হেলথ কাঠামোয় পরিবেশ ও বাস্তুতন্ত্রকে কেন্দ্রীয়ভাবে অন্তর্ভুক্ত করা এবং জেলা ও প্রান্তিক পর্যায়ে প্রয়োজনীয় সক্ষমতা বৃদ্ধি করা।

তিনি বলেন, মন্ত্রণালয়গুলোর মধ্যে টেকসই সমন্বয় গড়ে তুলতে পরিকল্পিত ও স্থায়ী প্রাতিষ্ঠানিক ব্যবস্থা প্রয়োজন। বাংলাদেশের জাতীয় ওয়ান হেলথ কাঠামোয় পরিবেশ খাতকে মূল অংশীজন হিসেবে আনুষ্ঠানিক স্বীকৃতি দেওয়া একটি গুরুত্বপূর্ণ অগ্রগতি।

যৌথ পরিকল্পনা ও সম্পদ ব্যবহারের আহ্বান

পরিবেশমন্ত্রী বলেন, ওয়ান হেলথ কার্যক্রমকে সফল করতে শুধু নীতিগত স্বীকৃতি যথেষ্ট নয়। সংশ্লিষ্ট মন্ত্রণালয় ও সংস্থার মধ্যে যৌথ পরিকল্পনা, অর্থায়ন, তথ্য বিনিময় এবং সম্পদের সমন্বিত ব্যবহার নিশ্চিত করতে হবে।

প্রস্তাবিত ওয়ান হেলথ তথ্য ও জ্ঞানকেন্দ্র বিভিন্ন দেশের বাস্তব অভিজ্ঞতা, গবেষণা, উদ্ভাবন ও কার্যকর পদ্ধতি বিনিময়ে গুরুত্বপূর্ণ ভূমিকা রাখবে বলে তিনি আশা প্রকাশ করেন।

তিনি সম্মেলনের আলোচনা ও সিদ্ধান্তকে বাস্তব কর্মসূচি, প্রয়োজনীয় অর্থায়ন এবং স্থানীয় পর্যায়ের সক্ষমতা বৃদ্ধির উদ্যোগে রূপান্তরের ওপর গুরুত্ব দেন। কারণ জাতীয় পর্যায়ে গৃহীত নীতি বাস্তবে কার্যকর করতে হলে জেলা, উপজেলা ও প্রান্তিক জনগোষ্ঠীর সক্ষমতা বাড়ানো অপরিহার্য।

কপ৩১-এর আলোচনায় রোমের অভিজ্ঞতা তুলে ধরবে বাংলাদেশ

আগামী নভেম্বরে তুরস্কের আনতালিয়ায় অনুষ্ঠেয় কপ৩১-এর আগে এফএওর এ সম্মেলনকে অত্যন্ত সময়োপযোগী বলে উল্লেখ করেন আবদুল আউয়াল মিন্টু।

তিনি বলেন, রোম সম্মেলনের আলোচনা ও অভিজ্ঞতা কপ৩১-এর আলোচনায় তুলে ধরতে বাংলাদেশ কাজ করবে। একই সঙ্গে জলবায়ু পরিবর্তন, পরিবেশগত স্বাস্থ্য, খাদ্যনিরাপত্তা ও জনস্বাস্থ্যের মধ্যে সম্পর্ক বিবেচনায় নিয়ে আরও সমন্বিত বৈশ্বিক দৃষ্টিভঙ্গি গড়ে তোলার উদ্যোগ নেওয়া হবে।

পরিবেশমন্ত্রী বাংলাদেশের অর্জন ও চ্যালেঞ্জের অভিজ্ঞতা বিশ্বের সঙ্গে ভাগ করে নেওয়ার পাশাপাশি অন্যান্য দেশের সফল উদ্যোগ থেকে শেখার প্রস্তুতি পুনর্ব্যক্ত করেন।

সম্মেলনের উদ্বোধনী অধিবেশনে এফএওর মহাপরিচালক কু দোংইউ, সুইজারল্যান্ডের প্রেসিডেন্ট গাই পারমেলিন, তানজানিয়ার প্রধানমন্ত্রী ড. মুইগুলু নচেম্বা এবং সার্বিয়ার প্রধানমন্ত্রী জুরো মাতসুত উপস্থিত ছিলেন।

এ ছাড়া মোজাম্বিকের স্বাস্থ্যমন্ত্রী উসেনে হিলারিও, কেপ ভার্দের কৃষিমন্ত্রী এভেলিন নায়ার মন্টেইরো রামোস, ফ্রান্সের কৃষিমন্ত্রী অ্যানি জেনেভার্ড এবং আয়ারল্যান্ডের কৃষিমন্ত্রী মার্টিন হেইডনসহ বিভিন্ন দেশের মন্ত্রী, উচ্চপর্যায়ের প্রতিনিধি, আন্তর্জাতিক সংস্থার প্রধান ও বিশেষজ্ঞরা উদ্বোধনী অধিবেশনে অংশ নেন।

রোমে আয়োজিত তিন দিনের এ বৈশ্বিক সম্মেলন কৃষিখাদ্য ব্যবস্থায় ওয়ান হেলথ পদ্ধতির প্রয়োগ, বহুপক্ষীয় সহযোগিতা, বিনিয়োগ এবং স্থানীয় পর্যায়ে বাস্তবায়ন ত্বরান্বিত করার একটি আন্তর্জাতিক প্ল্যাটফর্ম হিসেবে কাজ করবে।

Environment, Animal and Public Health Cannot Be Viewed Separately: Environment Minister

Rome, 21 September 2026: Environment, animal and public health cannot be treated as separate issues, said Bangladesh’s Minister for Environment, Forest and Climate Change, Abdul Awal Mintoo, MP. He emphasised the need to formulate policies and undertake actions through an integrated approach that considers the health of people, animals, plants and ecosystems.

The minister made the remarks on Monday while addressing the inaugural session of the FAO Global Conference for Actions on One Health in Agrifood Systems, which began at the headquarters of the Food and Agriculture Organization of the United Nations (FAO) in Rome, Italy.

The conference, scheduled to take place from 21 to 23 September, is being attended by heads of state and government, ministers, policymakers, representatives of international organisations and experts from different countries.

The conference aims to accelerate the practical implementation of the One Health approach across agrifood systems. This approach recognises the health of people, animals, plants and ecosystems as interconnected components of a single integrated framework.

Pressure on One Sector Quickly Affects Others

The environment minister said the resilience of agrifood systems depends on the collective well-being of people, animals, plants and ecosystems. As these sectors are closely interconnected, damage to the health or balance of one can quickly affect the others.

He said Bangladesh, situated in the densely populated and low-lying Ganges Delta, is highly vulnerable to climate change, biodiversity loss and environmental degradation.

People, ecosystems and agrifood systems are closely connected within the same landscape. Therefore, pressure on one sector can quickly affect health, agricultural production and livelihoods in others.

“Effective and lasting solutions cannot be achieved by addressing environmental, animal and public health in isolation,” the minister said.

Bangladesh Has Been Developing Its One Health Framework for Nearly Two Decades

Abdul Awal Mintoo said Bangladesh has been working for nearly two decades to establish One Health not merely as a theoretical concept, but as a guiding principle for governance and development.

To achieve this objective, the country has been developing a partnership-based framework involving relevant ministries and institutions.

Drawing on Bangladesh’s experience, the minister highlighted three priority areas: ensuring coordination, information sharing and accountability among relevant ministries; placing the environment and ecosystems at the centre of the One Health framework; and strengthening capacity at the district and local levels.

He said planned and permanent institutional arrangements are essential to establish sustainable coordination among ministries.

The formal recognition of the environment sector as a key stakeholder in Bangladesh’s national One Health framework represents significant progress, he added.

Minister Calls for Joint Planning and Resource Mobilisation

The environment minister said policy recognition alone would not be sufficient to make One Health initiatives successful. Joint planning, coordinated financing, information sharing and effective use of resources among the relevant ministries and agencies must also be ensured.

He expressed hope that the proposed One Health Knowledge and Intelligence Hub would play an important role in facilitating the exchange of practical experience, research, innovation and effective approaches among countries.

The minister stressed that the outcomes of the conference must be translated into practical programmes, adequate financing and capacity-building initiatives at the local level.

He noted that strengthening the capacity of districts, sub-districts and local communities is essential for the effective implementation of national policies.

Bangladesh to Carry Rome’s Experience into COP31 Discussions

Describing the FAO conference as timely ahead of COP31, scheduled to be held in Antalya, Türkiye, in November, Abdul Awal Mintoo said Bangladesh would work to bring the experience and outcomes of the Rome conference into COP31 discussions.

The country would also contribute to developing a more integrated global perspective by recognising the connections among climate change, environmental health, food security and public health, he added.

The environment minister reaffirmed Bangladesh’s readiness to share its achievements and challenges with the international community while learning from the successful initiatives and experiences of other countries.

Global Leaders and Experts Attend the Conference

FAO Director-General Qu Dongyu, President of Switzerland Guy Parmelin, Tanzanian Prime Minister Dr Mwigulu Nchemba and Serbian Prime Minister Đuro Macut attended the inaugural session.

Mozambique’s Minister of Health Ussene Hilário, Cabo Verde’s Minister of Agriculture Eveline Nair Monteiro Ramos, French Minister of Agriculture Annie Genevard and Ireland’s Minister for Agriculture Martin Heydon were also present, alongside ministers, senior representatives, heads of international organisations and experts from different countries.

The three-day global conference in Rome is expected to provide an international platform for accelerating the implementation of the One Health approach, strengthening multisectoral cooperation, mobilising investment and translating global commitments into action at the local level.
