ঢাকা, ৪ আগস্ট: বাংলাদেশ ও মালয়েশিয়ার মধ্যকার দীর্ঘদিনের বন্ধুত্বপূর্ণ সম্পর্ক এবার আরও নতুন মাত্রা পেতে যাচ্ছে কৃষি, প্রাণিসম্পদ ও মৎস্য খাতে। বিশেষ করে বিশ্বের দ্রুত সম্প্রসারিত হালাল খাদ্যবাজার, আন্তর্জাতিক মানসম্পন্ন প্রাণিজ পণ্য উৎপাদন এবং বিশ্বখ্যাত ব্ল্যাক বেঙ্গল ছাগল রপ্তানির সম্ভাবনাকে সামনে রেখে দুই দেশের মধ্যে সহযোগিতা জোরদারের উদ্যোগকে ইতিবাচক অগ্রগতি হিসেবে দেখছেন সংশ্লিষ্টরা।
মঙ্গলবার বাংলাদেশ সচিবালয়ে মৎস্য ও প্রাণিসম্পদ এবং কৃষিমন্ত্রী মোহাম্মদ আমিন উর রশিদের সঙ্গে বাংলাদেশে নিযুক্ত মালয়েশিয়ার হাইকমিশনার H.E. Mohd Shuhada Othman-এর সৌজন্য সাক্ষাৎ অনুষ্ঠিত হয়। বৈঠকে শুধু কূটনৈতিক সৌজন্য বিনিময়েই সীমাবদ্ধ না থেকে ভবিষ্যতের কৃষি ও প্রাণিসম্পদভিত্তিক অর্থনৈতিক অংশীদারত্বের বিভিন্ন বাস্তবমুখী বিষয় নিয়ে বিস্তারিত আলোচনা হয়।
হালাল বাজারে বাংলাদেশের নতুন সম্ভাবনা
বর্তমানে বিশ্বজুড়ে হালাল খাদ্যপণ্যের বাজার দ্রুত সম্প্রসারিত হচ্ছে। মুসলিম সংখ্যাগরিষ্ঠ দেশগুলোর পাশাপাশি ইউরোপ, উত্তর আমেরিকা এবং পূর্ব এশিয়াতেও হালাল খাদ্যের চাহিদা উল্লেখযোগ্য হারে বাড়ছে। এই প্রেক্ষাপটে বাংলাদেশ যদি আন্তর্জাতিক মানসম্পন্ন উৎপাদন, হালাল সার্টিফিকেশন এবং আধুনিক প্রক্রিয়াজাতকরণ ব্যবস্থা গড়ে তুলতে পারে, তাহলে বৈদেশিক মুদ্রা অর্জনের নতুন সুযোগ সৃষ্টি হতে পারে।
বৈঠকে মালয়েশিয়ার দীর্ঘদিনের হালাল শিল্পের অভিজ্ঞতা কাজে লাগিয়ে বাংলাদেশের সক্ষমতা বৃদ্ধির বিষয়টি বিশেষ গুরুত্ব পায়।
ব্ল্যাক বেঙ্গল ছাগলকে ঘিরে আন্তর্জাতিক আগ্রহ
আলোচনার অন্যতম গুরুত্বপূর্ণ বিষয় ছিল বাংলাদেশের বিশ্বখ্যাত ব্ল্যাক বেঙ্গল ছাগল।
ছোট আকার, উন্নতমানের সুস্বাদু মাংস, উৎকৃষ্ট চামড়া, রোগ প্রতিরোধ ক্ষমতা এবং সহজ ব্যবস্থাপনায় পালনের কারণে ব্ল্যাক বেঙ্গল বহুদিন ধরেই আন্তর্জাতিকভাবে সম্ভাবনাময় একটি জাত হিসেবে পরিচিত। মালয়েশিয়ায় এ জাতের ছাগল এবং এর জেনেটিক সম্পদ রপ্তানির সম্ভাবনা নিয়ে উভয় পক্ষ আশাবাদ ব্যক্ত করে।
তবে এ ধরনের রপ্তানির জন্য আন্তর্জাতিক মান অনুযায়ী প্রাণিস্বাস্থ্য সনদ, হালাল সার্টিফিকেশন, কোয়ারেন্টাইন ব্যবস্থা, স্যানিটারি ও ফাইটোস্যানিটারি (SPS) মানদণ্ড পূরণ এবং ট্রেসেবিলিটি ব্যবস্থা নিশ্চিত করার প্রয়োজনীয়তার বিষয়েও বৈঠকে গুরুত্বারোপ করা হয়।
মাংসের পাশাপাশি মাছ, দুধ ও অন্যান্য প্রাণিজ পণ্য
দুই দেশের আলোচনায় শুধু ছাগল বা হালাল মাংস নয়, মাছ, দুধ, গরুর মাংস, পোল্ট্রি পণ্যসহ অন্যান্য প্রাণিজ খাদ্যপণ্যের আন্তর্জাতিক বাজার সম্প্রসারণ নিয়েও মতবিনিময় হয়।
বিশেষজ্ঞদের মতে, উৎপাদনের পাশাপাশি আন্তর্জাতিক খাদ্য নিরাপত্তা মান, কোল্ড চেইন, আধুনিক প্রসেসিং, প্যাকেজিং এবং ব্র্যান্ডিং নিশ্চিত করা গেলে বাংলাদেশ দক্ষিণ-পূর্ব এশিয়ার বাজারে আরও শক্ত অবস্থান তৈরি করতে সক্ষম হবে।
প্রযুক্তি, গবেষণা ও বিনিয়োগে যৌথ উদ্যোগের আহ্বান
বৈঠকে প্রযুক্তি ও জ্ঞান বিনিময়, গবেষণা সহযোগিতা, দক্ষ জনবল উন্নয়ন, বেসরকারি বিনিয়োগ বৃদ্ধি এবং কৃষিভিত্তিক শিল্পে যৌথ উদ্যোগ গড়ে তোলার ওপরও গুরুত্ব দেওয়া হয়।
মৎস্য ও প্রাণিসম্পদ এবং কৃষিমন্ত্রী বলেন, বাংলাদেশ ও মালয়েশিয়ার বিদ্যমান চমৎকার দ্বিপক্ষীয় সম্পর্ককে কাজে লাগিয়ে কৃষি, প্রাণিসম্পদ ও মৎস্য খাতে প্রযুক্তি হস্তান্তর, বিনিয়োগ এবং বাণিজ্য সম্প্রসারণের ব্যাপক সুযোগ রয়েছে। আন্তর্জাতিক হালাল বাজারে বাংলাদেশের অবস্থান শক্তিশালী করতে মালয়েশিয়ার কারিগরি সহযোগিতাও তিনি প্রত্যাশা করেন।
বাংলাদেশের অগ্রগতির প্রশংসা মালয়েশিয়ার
মালয়েশিয়ার হাইকমিশনার বাংলাদেশের কৃষি ও প্রাণিসম্পদ খাতের উল্লেখযোগ্য অগ্রগতির প্রশংসা করেন। তিনি ব্ল্যাক বেঙ্গল ছাগলসহ সম্ভাবনাময় প্রাণিজ পণ্য এবং কৃষিপণ্যের বাণিজ্য সম্প্রসারণে মালয়েশিয়ার আগ্রহের কথা জানান। পাশাপাশি সরকারি ও বেসরকারি পর্যায়ে নিয়মিত যোগাযোগ এবং সহযোগিতা আরও বাড়ানোর ওপর গুরুত্বারোপ করেন।

Halal Meat, Black Bengal Goats and Livestock Exports Could Open a New Horizon

Dhaka, August 4: The long-standing friendly relationship between Bangladesh and Malaysia is set to enter a new phase through enhanced cooperation in agriculture, livestock, and fisheries. In particular, the rapidly expanding global halal food market, the production of internationally compliant livestock products, and the export potential of Bangladesh’s world-renowned Black Bengal goat have emerged as key areas of mutual interest, with stakeholders viewing the initiative as a significant step toward strengthening bilateral economic cooperation.
On Tuesday, Bangladesh’s Adviser for Fisheries, Livestock and Agriculture, Mohammad Amin Ur Rashid, held a courtesy meeting with the High Commissioner of Malaysia to Bangladesh, H.E. Mohd Shuhada Othman, at his office in the Bangladesh Secretariat. The meeting went beyond diplomatic formalities and focused on practical avenues for building a long-term economic partnership in the agriculture and livestock sectors.
Bangladesh’s New Opportunities in the Global Halal Market
The global halal food market is expanding rapidly, driven not only by Muslim-majority countries but also by increasing demand across Europe, North America and East Asia. Against this backdrop, Bangladesh has the potential to secure a stronger position in the international halal market by ensuring internationally recognized production standards, halal certification and modern processing facilities.
During the meeting, special emphasis was placed on utilizing Malaysia’s extensive experience in developing a globally competitive halal industry to enhance Bangladesh’s capabilities.
Growing International Interest in the Black Bengal Goat
One of the most significant topics of discussion was the export potential of Bangladesh’s world-famous Black Bengal goat.
Renowned for its compact size, superior-quality meat, premium leather, strong disease resistance and ease of management, the Black Bengal goat has long been recognized as one of the world’s most promising indigenous livestock breeds. Both sides expressed optimism about exporting the breed, as well as its valuable genetic resources, to Malaysia.
However, the discussions also highlighted the importance of meeting international requirements, including animal health certification, halal certification, quarantine protocols, sanitary and phytosanitary (SPS) standards and product traceability, to facilitate future exports.
Beyond Meat: Fish, Dairy and Other Livestock Products
The discussions extended beyond goats and halal meat to include opportunities for expanding exports of fish, milk, beef, poultry products and other livestock-based commodities.
Experts believe that Bangladesh can establish a stronger presence in Southeast Asian markets by ensuring international food safety standards, strengthening cold-chain logistics, investing in modern processing facilities, improving packaging and developing strong product branding.
Call for Joint Initiatives in Technology, Research and Investment
The meeting also underscored the importance of technology transfer, knowledge sharing, joint research, human resource development, increased private-sector investment and collaborative initiatives in agriculture and livestock industries.
Adviser Mohammad Amin Ur Rashid stated that the excellent bilateral relations between Bangladesh and Malaysia provide tremendous opportunities for expanding cooperation in agriculture, fisheries and livestock through technology transfer, investment and trade. He also sought Malaysia’s technical support to strengthen Bangladesh’s competitiveness in the global halal market.
Malaysia Praises Bangladesh’s Progress
Malaysian High Commissioner H.E. Mohd Shuhada Othman commended Bangladesh’s remarkable achievements in agriculture and livestock development. He expressed Malaysia’s keen interest in expanding trade in Black Bengal goats, livestock products and agricultural commodities, while emphasizing the need to further strengthen collaboration between the government and private sectors of both countries.
A Positive Signal for the Economy
According to economists and agricultural analysts, the most significant outcome of the meeting is that Bangladesh is gradually positioning itself not only as an agricultural producer but also as a potential global supplier of high-quality halal food and livestock products.
If the discussions lead to concrete action plans, Bangladesh could unlock new export opportunities for Black Bengal goats, halal meat, fish, dairy products and other agricultural commodities in Malaysia and across Southeast Asia. Such progress would also contribute to higher production, greater value addition, increased employment, enhanced foreign investment and stronger export earnings for the country.
The meeting was also attended by Mr. Hazwan Hasnol, First Secretary of the High Commission of Malaysia in Bangladesh.
