ঢাকা, ৬ অক্টোবর: মৎস্য খাতে বরাদ্দ বাড়ানোর পাশাপাশি অর্থের যথাযথ ব্যবহার, স্বচ্ছতা ও জবাবদিহি নিশ্চিত করার ওপর গুরুত্ব দিয়েছেন মৎস্য ও প্রাণিসম্পদ এবং কৃষিমন্ত্রী মোহাম্মদ আমিন উর রশিদ। তিনি বলেছেন, এ খাতের গুরুত্ব বিবেচনায় আরও বেশি বরাদ্দ প্রয়োজন। তবে সেই অর্থের অপচয় বন্ধ করতে হবে এবং ব্যয়ের সুফল মাঠপর্যায়ে পৌঁছাচ্ছে কি না, তা যাচাই করতে হবে।
মঙ্গলবার সকালে রাজধানীর মৎস্য ভবনে মৎস্য অধিদপ্তর আয়োজিত ‘মৎস্যখাতে বাজেট ও সরকারের উন্নয়ন ভাবনা’ শীর্ষক কর্মশালায় প্রধান অতিথির বক্তব্যে তিনি এসব কথা বলেন।
মন্ত্রী বলেন, ‘মাছে-ভাতে বাঙালি’ পরিচয়ের সঙ্গে মৎস্য খাত গভীরভাবে জড়িয়ে আছে। কিন্তু প্রাকৃতিক জলাশয় সংকুচিত হওয়া ও পরিবেশগত পরিবর্তনসহ নানা কারণে দেশীয় মাছের প্রাপ্যতা কমেছে। এ পরিস্থিতিতে মাছের উৎপাদন বাড়ানোর পাশাপাশি প্রাকৃতিক আবাসস্থল সংরক্ষণেও গুরুত্ব দিতে হবে।
মৎস্যসম্পদ সংরক্ষণে অভয়াশ্রমের কার্যকারিতা যাচাইয়ের তাগিদ দিয়ে তিনি বলেন, শুধু প্রকল্প গ্রহণ ও অর্থ ব্যয় করলেই দায়িত্ব শেষ হয় না। অভয়াশ্রম বাস্তবে মাছের প্রজনন ও বংশবিস্তারে কতটা ভূমিকা রাখছে, তা মাঠপর্যায়ে যাচাই করা জরুরি।
কোথায় কত টাকা ব্যয় হয়েছে, সেই অর্থে কী কাজ হয়েছে এবং মাছের উৎপাদনে তার প্রভাব কতটা—এসব বিষয় নিয়মিত পর্যালোচনার ওপর গুরুত্ব দেন মন্ত্রী। তিনি বলেন, মাছের প্রজনন ও বংশবিস্তারের সুযোগ তৈরি করাই অভয়াশ্রম প্রতিষ্ঠার মূল উদ্দেশ্য।
সরকারি সহায়তা যাতে প্রকৃত মৎস্যজীবীদের কাছে পৌঁছায়, সে জন্য তালিকা তৈরিতে সতর্ক থাকার আহ্বান জানান তিনি। মন্ত্রী বলেন, তালিকায় ভুয়া বা অযোগ্য ব্যক্তির নাম থাকলে প্রকৃত মৎস্যজীবীরা সুবিধা থেকে বঞ্চিত হবেন। তাই স্থানীয় পর্যায়ে যাচাই-বাছাইয়ে কর্মকর্তাদের আরও দায়িত্বশীল ভূমিকা নিশ্চিত করতে হবে।
গভীর সমুদ্রের মৎস্যসম্পদ কাজে লাগানোর সম্ভাবনা তুলে ধরে মন্ত্রী বলেন, আন্তর্জাতিক জলসীমায় বিভিন্ন দেশ বাণিজ্যিকভাবে টুনা আহরণ করছে। বাংলাদেশও এ সম্ভাবনা কাজে লাগাতে পারে। তবে শুধু জরিপ পরিচালনা ও অর্থ ব্যয়ের মধ্যে সীমাবদ্ধ থাকলে হবে না; জরিপের ফলাফল বাস্তব মৎস্য আহরণে কীভাবে ব্যবহার করা হবে, তার সুস্পষ্ট পরিকল্পনা থাকতে হবে।
এ জন্য দক্ষ জনবল, উপযুক্ত জাহাজ ও প্রযুক্তিগত সক্ষমতা গড়ে তোলার প্রয়োজনীয়তার কথা উল্লেখ করেন তিনি। দেশের উন্নয়নে সরকারি কর্মকর্তা, পেশাজীবী, উদ্যোক্তাসহ সংশ্লিষ্ট সবাইকে নিজ নিজ অবস্থান থেকে দায়িত্বশীল ভূমিকা রাখার আহ্বান জানান মন্ত্রী।
কর্মশালায় বিশেষ অতিথির বক্তব্যে মৎস্য ও প্রাণিসম্পদ প্রতিমন্ত্রী সুলতান সালাউদ্দিন টুকু বলেন, মৎস্য খাতে তরুণ উদ্যোক্তাদের উৎসাহিত করার পাশাপাশি খামারিদের প্রয়োজনীয় পরামর্শ ও কারিগরি সহায়তা দিতে হবে। মাঠপর্যায়ের কর্মকর্তাদের নিয়মিত খামার পরিদর্শন এবং কার্যক্রম তদারকির মাধ্যমে এ খাতকে আরও এগিয়ে নিতে হবে।
প্রতিমন্ত্রী জানান, মিঠাপানির মাছের উৎপাদন বাড়ানো, রপ্তানি সম্প্রসারণ এবং খাল-বিল, নদী-নালাসহ বিভিন্ন জলাশয়কে মৎস্য উৎপাদনের আওতায় আনতে সরকার কাজ করছে। এ লক্ষ্যে প্রয়োজনীয় প্রকল্প গ্রহণের উদ্যোগ নেওয়া হয়েছে।
তিনি বলেন, মৎস্য খাতের টেকসই উন্নয়নের জন্য জলাশয় ও নদ-নদী দূষণমুক্ত রাখা এবং নদীর নাব্যতা রক্ষা জরুরি। একই সঙ্গে উৎপাদনের পাশাপাশি মৎস্যপণ্যের প্রক্রিয়াজাতকরণ ও রপ্তানি বাড়ানোর ওপরও গুরুত্ব দিতে হবে।
সরকারের পরিকল্পনা বাস্তবায়নে মাঠপর্যায়ের কর্মকর্তাদের সততা ও নিষ্ঠার সঙ্গে দায়িত্ব পালনের আহ্বান জানান প্রতিমন্ত্রী। তিনি দেশের স্বার্থকে অগ্রাধিকার দিয়ে সবাইকে ঐক্যবদ্ধভাবে কাজ করার তাগিদ দেন।
মৎস্য অধিদপ্তরের মহাপরিচালক ড. মো. খালেদ কনকের সভাপতিত্বে কর্মশালায় সম্মানীয় অতিথি হিসেবে উপস্থিত ছিলেন মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়ের সচিব মো. দেলোয়ার হোসেন। আলোচক হিসেবে উপস্থিত ছিলেন বাংলাদেশ সরকারি কর্ম কমিশনের সদস্য অধ্যাপক এ এস এম গোলাম হাফিজ। এ ছাড়া মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয় এবং মৎস্য অধিদপ্তরের ঊর্ধ্বতন কর্মকর্তারা কর্মশালায় অংশ নেন।
Fisheries Funding Must Increase, Waste Must End: Minister
Calls for assessing fish sanctuary effectiveness, verifying genuine fishers’ lists and tapping deep-sea fisheries potential
Dhaka, October 6: Minister for Fisheries and Livestock and Agriculture Mohammad Amin Ur Rashid has stressed the need to increase funding for the fisheries sector while ensuring proper use of public money, transparency and accountability. Given the sector’s importance, he said, greater allocations are necessary. However, wasteful spending must be stopped, and authorities must verify whether the benefits are reaching communities on the ground.
He made the remarks as chief guest at a workshop titled “Budget for the Fisheries Sector and the Government’s Development Vision,” organised by the Department of Fisheries at Matsya Bhaban in the capital on Tuesday morning.
The minister said the fisheries sector is closely connected to the Bengali identity reflected in the traditional expression “fish and rice make a Bengali.” However, shrinking natural water bodies, environmental changes and other factors have reduced the availability of indigenous fish. Alongside increasing production, greater attention must therefore be given to protecting natural fish habitats.
Calling for an assessment of fish sanctuaries, he said that adopting projects and spending money alone do not fulfil the authorities’ responsibilities. Field-level assessments are essential to determine how effectively sanctuaries support fish breeding and reproduction.
He emphasised the need to regularly review how much money has been spent, what work has been carried out and how that work has affected fish production. Creating opportunities for fish to breed and reproduce, he said, is the primary purpose of establishing sanctuaries.
The minister also urged caution when preparing fishers’ lists so that government assistance reaches genuine beneficiaries. Including fraudulent or ineligible individuals would deprive genuine fishers of support, he said. Officials must therefore take greater responsibility for verification at the local level.
Highlighting the potential of deep-sea fisheries, the minister said that various countries commercially harvest tuna in international waters, and Bangladesh could also explore this opportunity. However, efforts should go beyond conducting surveys and spending money. A clear plan is needed to translate survey findings into actual fishing operations.
He stressed the importance of developing skilled personnel, suitable vessels and technological capacity. He also called on government officials, professionals, entrepreneurs and all other stakeholders to fulfil their respective responsibilities in advancing national development.
Speaking as special guest, State Minister for Fisheries and Livestock Sultan Salahuddin Tuku said young entrepreneurs should be encouraged to enter the fisheries sector, while fish farmers must receive the advice and technical support they need. Regular farm visits and monitoring by field-level officials would help the sector progress further.
The state minister said the government is working to increase freshwater fish production, expand exports and bring canals, wetlands, rivers and other water bodies into productive fisheries use. Steps have been taken to initiate the necessary projects.
Keeping water bodies and rivers free from pollution and maintaining river navigability are essential for the sector’s sustainable development, he said. Alongside production, greater attention must also be given to expanding the processing and export of fisheries products.
The state minister urged field-level officials to implement government plans with honesty and dedication. He called on all concerned to work together and prioritise the national interest.
The workshop was chaired by Department of Fisheries Director General Dr Md Khaled Kanak. Fisheries and Livestock Secretary Md Delwar Hossain attended as a guest of honour, while Professor A S M Golam Hafiz, a member of the Bangladesh Public Service Commission, attended as a discussant. Senior officials from the Ministry of Fisheries and Livestock and the Department of Fisheries also participated.
